Foreign Office, September 13, 1909. IAM again being pressed by the Portuguese Government in regard to Macao. They request that instructions may be sent to you to support them.
I should be glad to have your opinion as to whether lending our support to a request for arbitration when a deadlock is reached would be a desirable and practical line to take. I do not see that we could do more than this.
If you agree, I will adopt this course and inform the Portuguese Government that I shall consult you as to when the proper time has arrived to propose arbitration.
